Proposed First Notice Rules
IDFPR has published first notice of its proposed administrative rules to implement the Digital Assets and Consumer Protection Act and the Digital Asset Kiosks Act, as well as related rules regarding Illinois’ money transmission law. These rules will enable the Department to implement new laws that create regulatory standards for the emerging cryptocurrency industry and establish critical protections for Illinois consumers, as well as streamline regulatory requirements for digital asset businesses.

IDFPR is accepting public comment on the proposed rules until June 29, 2026. Comments are accepted in the manner and place set out in the published Notice.
Notice to Digital Asset Kiosk Operators
On October 28, 2025, the Division of Banking issued a notice to digital asset businesses and digital asset kiosk operators in Illinois regarding DACPA and DAKA. and the provisions of the laws that have taken immediate effect.

Kiosk Operator Location Reporting
Digital asset kiosk operators are required to submit a list of all physical kiosk addresses to the Department (205 ILCS 732/40). Operators can submit kiosk locations to IDFPR by using the form linked here and by sending to FPR.DigitalAssetsUnit@illinois.gov.
