Regarding loan closings on Cook County property subject to the Anti-Predatory Lending Database (APLD) program, please do not request that title agents/companies produce Certificates of Exemption or Certificates of Compliance in advance of the closing. This practice is prohibited. The certificates should be issued only upon the completion of the closing process and the closing agent has determined that all of the requirements of the APLD have been satisfied. It is proper to include the issuance of the certificate as a condition for funding.
